SUMMARY
OF THE NOVEMBER 16, 2004, PUBLIC MEETING TO DISCUSS FIRSTENERGY NUCLEAR OPERATING COMPANY FLEET PERFORMANCE AND ACTIONS TAKEN TO ADDRESS CURRENT CHALLENGES On November 16, 2004, the Nuclear Regulatory Commission (NRC) held a public meeting at the Quail Hollow Resort in Painesville, Ohio. The meeting was between the NRC Region III and Region I Management and FirstEnergy Nuclear Operating Company (FENOC) as requested by licensee letter dated September 29, 2004, to discuss the performance of the FENOC fleet, current challenges facing FENOC, and planned activities going forward. The request letter, meeting notice, NRC presentation, and licensee presentation can be found in ADAMS as ML043070635, ML043070640, ML043240370, and ML043230544, respectively. A list of NRC and licensee meeting participants can be found in the attached Enclosure.
The NRC began the meeting with an assessment of FENOC fleet performance and plant specific assessments of Davis-Besse, Perry, and Beaver Valley. The NRC noted that although the plants are operating safely, Davis-Besse remains in the Inspection Manual Chapter 0350 process, and Perry in the Inspection Manual Chapter 0305 Action Matrix Column 4 process. As such, the two plants remain subject to substantial additional NRC oversight. At the conclusion of NRC remarks, FENOC presented an overview of their fleet business plan and fleet organizational philosophy. FENOC then described recent accomplishments at the three nuclear facilities, current challenges or focus areas at each facility, and near-term plans to improve or sustain performance at each facility. The FENOC presentation included an overview of their Quality Oversight organization which included a discussion of the role of the organization, the organizations key focus areas, and recent observations by the organization. The FENOC presentation concluded with a statement that safety is their priority, that plant performance is improving at each of their three nuclear facilities, and that they are now operating as a fleet.
