CORRECTION TO SAFETY EVALUATION DATED OCTOBER 28, 2004, REGARDING REVISIONS TO THE PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MC2906 AND MC2907)
Dear Mr. Blevins:
By letter dated October 28, 2004, the Nuclear Regulatory Commission (NRC) issued administrative changes to Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, Facility Operating Licenses (NPF-87 and NPF-89), respectively, to incorporate the reference to the recently-revised physical security plan, training and qualification plan, and safeguards contingency plan. As described in your November 4, 2004, submittal, your staff identified an error in the Safety Evaluation (SE) provided in the October 28, 2004, letter. Therefore, the NRC is issuing corrected pages 16 and 18 of the SE.
In your November 4, 2004, submittal, you state that two sections of the CPSES Security Plan require clarification/revision. The proposed changes were provided as an Enclosure to your submittal. The SE provided in the October 28, 2004, letter is based on the NRC staffs review of the CPSES Security Plan that you submitted by letters dated October 11 and October 13, 2004. The NRC staff has not reviewed the proposed changes to the CPSES Security Plan that were provided as an Enclosure to your November 4, 2004, submittal. The regulations in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.54(p), 10 CFR 50.59, and 10 CFR 50.90 provide the methodology for changes to a licensees Security Plan. Please process your proposed change to the CPSES Security Plan in accordance with these regulations.
SAFEGUARDS INFORMATION NOTICE: The Enclosure contains Safeguards Information.
Upon separation from the Enclosure, this letter is DECONTROLLED.
