SOUTH TEXAS PROJECT, UNITS 1 AND 2 - CORRECTION TO ADMINISTRATIVE CHANGE TO FACILITY OPERATING LICENSES PURSUANT TO COMMISSION ORDER EA-03-086 REGARDING REVISED DESIGN BASIS THREAT; AND REVISIONS TO PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MC2974 AND MC2975)
Dear Mr. Sheppard:
By letter dated October 28, 2004, the Nuclear Regulatory Commission (NRC) issued an administrative change to the South Texas Project, Units 1 and 2 (STP) Facility Operating Licenses NPF-76 and NPF-80 to incorporate the reference to the recently-revised physical security plan, training and qualification plan, and safeguards contingency plan. In your November 11, 2004, letter to the NRC you identified a number of inconsistencies in the October 28, 2004, safety evaluation (SE) approving your revised physical security plan, training and qualification plan, and safeguards contingency plan (revised plans). The NRC staff has reviewed the inconsistencies you identified and determined that the SE approving the revised plans requires correction.
You identified 12 inconsistencies in your November 11, 2004, letter. The NRC staff concluded that 11 of the 12 inconsistencies required modification of the SE. Inconsistency number 3 (NRC SER, Section 3.9.4.1, Page 30, 5th paragraph) required no change. The specific wording that you sought to change in this paragraph of the SE reflected the NRC staffs assessment of the associated portion of your security plan and was not a statement of a plan requirement.
