Ladies and Gentlemen:

Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF), and Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC),

report as follows in response to the Orders referenced above.

Pursuant to Section III.C.2 of Order EA-03-039, PEF and PEC hereby notify the NRC that full compliance with the requirements described in Attachment 2 of Order EA-03-039 was achieved by October 29, 2004, for the plants listed above.

On October 28, 2004, the NRC approved revisions to the physical security plans, safeguards contingency plans, and guard training and qualification plans for the plants listed above. Pursuant to Section III.C of Order EA-03-086, PEF and PEC hereby notify the NRC that the approved revisions to the physical security plans, safeguards contingency plans, and guard training and qualification plans were fully implemented by October 29, 2004, to protect against the design basis threat described in Attachment 2 of Order EA-03-086, for the plants listed above.

No new regulatory commitment is contained in this submittal.
