Nuclear Regulatory Commission Page 2 As requested, Attachment A, "Completed NRC Form 536," contains a separate NRC Form 536 [August 20001, "Operator Licensing Examination Data," for each of our Mid-West Regional Operating Group facilities addressed by the RIS. The information provided for each facility includes: the proposed examination preparation schedule for calendar years (CYs) 2003 through 2006; the estimated number of applicants and proposed dates for each of the initial operator license examinations through CY 2006; and the estimated number of candidates that plan to take the Generic Fundamentals Examination in CYs 2003 and 2004.

CONFIRMATION OF INlTlAUREQUALlFlCATlONOPERATOR LICENSE EXAMINATIONS: DRESDEN STATION

Dear Mr. Skolds,

In a letter dated July 18, 2002 (RS-02-123) your staff requested we schedule an initial license operator examination in June 2004. In a subsequent telephone conversation on June 19, 2003, between Mr. D. McNeil of my staff and Mr. M. Otten, Dresden Station ILT Group Lead, the requested examination was tentatively scheduled to occur during the week of August 16, 2004.

On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter, your staff will develop the examination. Mr. Otten indicated that you are training approximately eight candidates for the examination. Mr. Otten confirmed that the week of May 31, 2004, scheduled for the biennial requalification program inspection (IP 71111.I 1 B),

was still within the anticipated requalificationexamination administration cycle. Please inform us at your earliest opportunity if you discover you need to change the scheduled,dates for either of the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. C. Phillips of my staff at 630-829-9739.

Response to NRC Regulatory Issue Summary 2003-14 Preparation and Scheduling of Operator Licensing Examinations

Reference:

NRC Regulatory Issue Summaty (RIS) 2003-74, Preparation and Scheduling of Operator Licensing Examinations, dated August 27,2003.

In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, lnduding an estimate of the number of applicants to be examined and intentions regarding the preparationof the examinations.

Attachments 1through 10 provide the responses to RIS 2003-14 for the Exelon Generation Company, LLC (fkelon) and AmerGen Energy Company, U C (AmerGen) plants identified above.

The operator licensing examination informationfor each facility is provided on a separate NRC Form 536.

During Calendar Year CY 2005, a total of 6 candidates are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated in Attachment 6. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach bottom Atomic Power Station (PBAPS). Since the LSRO exam is a dual site exam that invdves both LGS and PBAPS, rather than repeatingthe same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and Attachment 8 for PBAPS references Attachment 6.

Dear Mr. Crane:

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RIS) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations,"for all Exelon Nuclear Stations. This letter responds to the request for initial license examinations at Dresden Nuclear Power Station, Units 1 and 2.

Initial license examinations were requested during the week of August 16, 2004, during the week of August 22, 2005, and during the week of August 21, 2006. The initial license examination scheduled for August 16,2004, has been scheduled and a chief examiner assigned to the examination. Because of a heavy work load, the examination requested for August 2005 was rescheduledto the week of September 19,2005, per a telephone conversation between Mr. M. Carey, Dresden Station Operations Training Manager, and Mr. D. McNeil of my staff. That examination has been scheduled and a chief examiner assigned to that examination. The examination requested for August 2006 will be scheduled as we approach that date.

Please inform us if the number of candidates rises above 10 as this will impact the examination schedule.

Dear Mr. Crane:

In a telephone conversation on March 31, 2004, between Mr. S. Frey, Initial Operator License Examination Lead, and Mr. M. Bielby, Region Ill NRC Chief Examiner, arrangements were made for the administration of licensing examinations at the Dresden Nuclear Power Station the week of August 16, 2004. In addition, the NRC will make an examination validation visit to your facility the week of July 26, 2004.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-I 021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by June 2, 2004. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 of ES-201 will be due by June 30, 2004.

Pursuant to I O CFR 55.40(b)(3), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
