SUMMARY

OF OCTOBER 5, 2004, MEETING TO DISCUSS POTENTIAL FLOODING IN THE AUXILIARY BUILDING (TAC NOS. MC4295, MC4296, AND MC4297)

On October 5, 2004, a Category 1 Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Corporation (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss potential flooding in the auxiliary building for Oconee Nuclear Station (Oconee), Units 1, 2, and 3. A list of attendees is provided as Attachment 1. is the handout provided by the licensee during the meeting.

The licensee intends to perform modifications that would return all piping in the auxiliary building to its original licensing basis, with the exception of the piping associated with four sprinkler systems. The licensee intends to perform a realistic analysis that will demonstrate that the piping associated with these four sprinkler systems is not susceptible to failure following an earthquake.

The NRC staff made the following comments:

(1)

The licensee proposed to perform one analysis that would be bounding for the four sprinkler systems. The NRC staff stated that showing which of the four sprinkler systems is bounding may be very difficult and recommended that the licensee consider performing separate analyses for each sprinkler system.

(2)

The NRC staff expressed concern that acceptance of the licensees proposal to utilize non-linear analytical techniques would require a significant review effort.

(3)

The NRC staff expressed concern that acceptance of the licensees proposal to incorporate increased damping where appropriate would involve a significant review effort in order for the NRC staff to conclude that the increased damping is appropriate for use with the Oconee design basis earthquake spectrum.
