Except for the administrative change proposed for Technical Specification 3.2.4 in Reference 1, STP Nuclear Operating Company (STPNOC) withdraws the proposed amendments to South Texas Project Operating Licenses NPF-76 and NPF-80 described in References I and 2 (TAC Nos. MC0822, MC0823, MC1014, MC1015). The change proposed in Reference 2 is addressed by STPNOC's Risk-Informed Technical Specification application dated August 2, 2004 and the change proposed in Reference 1 will be addressed in a new application.
