DEFERRAL OF REVIEW OF LICENSING ACTIONS FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAC NOS. MC0822, MC0823, MC1014 AND MC1015)
Dear Mr. Sheppard:
The purpose of this letter is to inform you that the Nuclear Regulatory Commission (NRC) review of your request for license amendments for the following has being deferred until the beginning of fiscal year 2005 (FY05) that starts October 1, 2004:
Tac Nos. MC0822 and MC0823 Technical Specification Changes for the Engineered Safety Features Load Sequencer
Tac Nos. MC1014 and MC1015 Technical Specification Changes for the Loss-of-Power Instrumentation The NRC is deferring review of these actions to support the review of security plan, safeguard contingency, and security personnel training and qualification plan changes required by an April 29, 2003, Commission Order. I have discussed the deferral of these actions with Mr. S. Head of your staff.
Please have a member of your staff inform me if circumstances change with regard to the impact on your ability to safely operate your facility as a result of the deferral of these actions I can be contacted at 301-415-1439.
