SUMMARY

OF MEETING HELD ON AUGUST 18, 2004, WITH THE BOILING WATER REACTORS OWNERS GROUP (BWROG) TO DISCUSS EXTENDED POWER UPRATES (EPUs) (TAC NO. MC0931)

On August 18, 2004, the BWROG met with the NRC staff to provide updates on industrys efforts related to BWR EPUs. The BWROG and NRC last met on this topic on March 4, 2004, during the senior management meeting between the BWROG and the Office of Nuclear Reactor Regulation.

The meeting began with a slide presentation from the BWROG, which provided a summary of the background on the topic, in particular, the staffs concern for the safe and reliable operation of BWRs at EPU conditions. The BWROG EPU Committee briefed the staff on its objectives, current efforts to assess trends and analyses with steam dryers, and results of the EPU survey that was conducted among 13 BWR plants currently operating at EPU conditions. During the presentation, the staff expressed the following concerns in its questions to the BWROG:



Significant uncertainties in GE Nuclear Energy's static and dynamic analytical evaluations of steam dryers to reasonably simulate EPU conditions.



The BWROGs plans to issue EPU guidance that is more proactive than current effort.



Impact of current efforts regarding EPU, steam dryers, and flow-induced vibration on amendment requests and license renewals.



The BWROG could not verify that pipe wall-thinning rates have not increased unexpectedly under EPU conditions.



Additional means to monitor flow-induced vibration within boiling water reactor vessels.

S. Dembek At the meetings conclusion, the NRC staff thanked the BWROG for its participation. The next meeting on this topic, scheduled for August 31, 2004, will be between senior management from the NRC and the BWROG. An attendance list is provided in the attachment.
