OF FEBRUARY 3, 2004, MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG) CONCERNING STEAM DRYER INTEGRITY AND OTHER EXTENDED POWER UPRATE (EPU) CONCERNS (TAC NO. MC0931)

On February 3, 2004, the staff held a public meeting with the BWROG to discuss industry actions to address potential adverse flow effects resulting from power uprate operation including boiling water reactor (BWR) steam dryer integrity and other concerns. The staff requested this meeting to allow the industry an opportunity to describe its actions and schedules to avoid adverse flow effects on reactor internals, and steam and feedwater lines and their associated components during power uprate operation. At the outset of the meeting, the staff discussed its concerns regarding (1) expansion of the scope of failures under power uprate conditions; (2) the lack of a firmly established load definition for these failures that have been attributed to EPU conditions; (3) the reactive nature of industry actions to these failures and the lack of resolution of plant-specific susceptibility and future failures of other components; and (4) lack of a specific industry organization coordinating the response to potential adverse flow effects from power uprates. The staff noted that questions exist regarding potential adverse flow effects from power uprates including extent of condition, safety significance, susceptibility and applicability, remedies, future actions, and schedule.

The industry is using BWRVIP (BWR Vessel and Internals Program)-06 to justify continued operation with loose parts left in the primary system. BWRVIP-06 would allow this condition as long as the safe shutdown capability of the plant is not compromised. The staff stated that the dispositioning of loose parts in the primary system in the past had been based on it being a one time occurrence. If plants plan to operate with loose parts, the staff believes the licensing basis of the plant will need to be changed. The BWROG stated that it is revising BWRVIP-06 based on the revised steam dryer failure modes and effects analysis. In addition, this revision will include an updated assessment of loose parts. The revision to BWRVIP-06 is scheduled to be submitted to the staff in September 2004.

S. Dembek The BWROG emphasized that the industry is taking appropriate steps to resolve this issue.

The BWROG indicated that it will provide the oversight for a broad range of industry efforts including: survey of BWRs with EPU operating experience and review of an industry power uprate database (February 2004); development of analytical and operational improvement recommendations to preclude component failures during EPU operation (May 2004); resolution of problems with known failures and development of an updated EPU evaluation process based on extent of condition review results (June 2004); and preparation of steam dryer inspection and evaluation guidelines (September 2004). The staff requested the BWROG to describe in a letter to the NRC its program to address potential adverse flow effects from power uprates with planned completion schedules. The staff noted that the NRC will need to determine whether industry efforts are sufficient, including implementation of BWROG recommendations by individual licensees, and whether development of generic regulatory communication is appropriate in addressing this issue. The BWROG noted that it would update the staff on the status of its activities at the senior management meeting tentatively scheduled for March 4, 2004.

The staff thanked the BWROG, BWRVIP and GE Nuclear Energy for the presentation. This meeting was informational. No regulatory decisions were made. The meeting handouts can be found in ADAMS under Accession No. ML040350757.
