Dear Mr. McCollum:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated July 14, 2004, pursuant to Title 10 of the Code of Federal Regulations, Section 50.55a(a)(3)(i), you requested the use of an alternative to the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, IWA-2232, 1989 Edition with no addenda, for Catawba Nuclear Station, Units 1 and 2, McGuire Nuclear Station, Unit 2, and Oconee Nuclear Station, Unit 3. The NRC staff has reviewed your submittal and has determined that additional information is required. Our questions are provided in the Enclosure. We discussed these questions with your staff on August 4, 2004. Your staff indicated that a response could be provided within 30 days of the date of this letter.

1. Clarify the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code of record for each plant and Inservice Inspection (ISI) interval that applies including the start and end dates of the applicable ISI interval.
2. Provide the estimated volumetric coverage that the licensee is expected to obtain with the proposed alternative versus the volumetric coverage that it would obtain under current Code requirements.
3. Provide drawings of the reactor pressure vessel upper shell to flange and its weld for the affected units that show the scan path and coverage.
4. Under Section I of your submittal, ASME Code Component(s) Affected, you refer to an item number that does not coincide with any of the applicable ASME Section XI, Examination Category B-A item numbers. Please clarify what item number is being referenced in this section.
