SUBJECT:

NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 18 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT (GEIS) REGARDING LICENSE RENEWAL FOR JOSEPH M.

FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MC0768 AND MC0769)

Dear Mr. Stinson:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 18 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants, regarding the renewal of operating licenses NPF-2 and NPF-8 for the Joseph M. Farley Nuclear Power Plant, Units 1 and 2, for an additional 20 years of operation. Enclosed is a copy of the draft report and the associated Federal Register Notice of Availability. This notice advises the public that the draft report is available for public inspection at the NRC Public Document Room or from the Publicly Available Records component of NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). In addition, the Houston Love Memorial Library, 212 West Burdeshaw Street, Dothan, Alabama, and the Lucy Maddox Memorial Library, 11880 Columbia Street, Blakely, Georgia, have agreed to make the draft supplement available for public inspection.

As discussed in Section 9.3 of this report, the preliminary recommendation of the staff is that the Commission determine that the adverse environmental impacts of license renewal for the Joseph M. Farley Nuclear Power Plant, Units 1 and 2 are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Southern Nuclear Operating Company, Inc.; (3) consultation with Federal, State, and local agencies; (4) the staffs own independent review; and (5) the staffs consideration of public comments.

L. M. Stinson A separate notice of filing of the draft environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact the NRC Environmental Project Manager, Mr. Jack Cushing, at 301-415-1424 or by e-mail at JXC9@nrc.gov.

Sincerely,

/RA/
