Dear Sir or Madam:

The attachment 1 provides revised marked-up Technical Specification (TS) page 3/4.10-3 to support a proposed License Amendment request (References 1 and 2). TS 3.10.D.1.d is revised to ensure that the act of loading fuel into the core is prohibited verses having fuel in the core when implementing these requirements.

The changes in this letter do not invalidate the no significant hazard conclusions previously submitted in the original submittal (Reference 1).

This letter contains no commitments.
