Explain the approach used in NMCs license amendment request of April 29, 2004, Selective Scope Application of an Alternative Source Term Methodology for Re-evaluation of the Fuel Handling Accident.
Also, discuss issues associated with NMC's future full-scope AST submittal. NMCs documents are available from the agencys ADAMS document management system (accession numbers ML041450022 and ML042040159).

Regarding Applying Alternative Source Term (AST)
Methodology At Monticello NMCs License Amendment Request of April 29, 2004, Selective Scope Application of an Alternative Source Term Methodology for Re-evaluation of the Fuel Handling Accident.
Describe NMCs plan to submit additional control room atmospheric dispersion factor (X/Q) and technical specification changes to allow the control room ventilation system to be out-of-service during movement of irradiated fuel after 24-hours post-shutdown decay.
Discuss draft administrative control provisions for standby gas treatment and control room emergency filtration (EFT) system operation for defense-in-depth, and for establishing secondary containment integrity if a fuel handling accident were to occur.
Future Full-Scope Alternative Source Term Submittal Explain Generic Letter 2003-01 tracer gas test results.
Clarify use of revised source term to reduce loss-of-coolant accident (LOCA) dose.
Discuss NRC white paper on, and describe NMC actions for, standby liquid control post-LOCA suppression pool pH control.
Describe logic modification to use the Group II primary containment isolation signal to initiate the control room EFT system.
Address the increase in allowable main steam isolation valve pathway leakage and 10 CFR 50, Appendix J exemption.
