TURKEY POINT UNITS 3 AND 4 REQUEST FOR ADDITIONAL INFORMATION REGARDING RELAXATION FROM THE REQUIREMENTS OF ORDER 03-038 (TAC NOS. MC3637 AND MC3638)
Dear Mr. Stall:
By letter dated June 23, 2004, Florida Power and Light Company requested a temporary relaxation from the requirements of Order 03-038 regarding the security force 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> average limit for the period beginning July 11 to September 5, 2004.
Based on our review of your submittal, the Nuclear Regulatory Commission staff finds that a response to the enclosed Request for Additional Information is needed before we can complete the review.
This request was discussed with your staff on July 13, 2004, and it was agreed that a response would be provided within 15 days of the issuance of this letter.

Enclosure REQUEST FOR ADDITIONAL INFORMATION FOR RELAXATION REQUEST FROM NRC ORDER EA-03-038 TURKEY POINT UNITS 3 AND 4 DOCKET NOS. 50-250 AND 50-251 Florida Power and Light (FPL) is requesting a temporary relaxation from the 48-hour average limit to the 60-hour average limit for the period beginning July 11 to September 5, 2004. FPL indicated that subsequent to September 5, the facility will be preparing for a refueling/pressure vessel (PV) head replacement for Unit 3 and may now use the 60-hour average limit as defined by Note 2 and C.2(b) of the compensatory measures until the refueling/PV head replacement ends on in November.

Provide the security force 6-week work-hour average beginning on May 30, 2004.
- 2.
Provide the expected security force 6-week work-hour average beginning July 11, 2004.
- 3.
Provide the number and percentage of security officers anticipated to complete the September 2004 training. What will be the new group work hour average, when operating under normal plant conditions, for the projected number of newly graduated security officers?
4.
On page 2 of the relaxation request it is stated that the training program will be modified for owner-controlled area (OCA) support to free security personnel for protected area duties. Describe the duties that security personnel will be freed from and what provisions will be made to address security for the OCA.
5.
Discuss why no relaxation from Order 03-38 will be required after the refueling/pressure vessel head replacement outage concludes.
6.
What percentage of the training class must successfully complete the training in order to support FPLs projected work-hour averages?
7.
Discuss the abrupt departure of 11 security officers since April 2004.
