NORTH ANNA POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED TECHNICAL SPECIFICATION CHANGES DELETION OF NOTE FOR PERFORMANCE OF COT In a March 4, 2004 letter (Serial No.04-122), Dominion requested a change to the Technical Specifications to Facility Operating Licenses Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. The proposed change would have deleted the Note from Surveillance Requirement (SR) 3.4.12.7 for the power-operated relief valves.

Based on a telephone conference call with Mr. Stephen Monarque and Ms. Kerri Kavanagh of your staff, Dominion is withdrawing the proposed Technical Specification change from consideration. The Note, which permits entering a Mode where the PORVs are required to be operable for low temperature overpressure protection prior to performing the channel operational test (COT) will be maintained.

However, the associated Bases will be changed to clarify that the COT can be performed either prior to entry or within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> of entry into a Mode where the PORVs are required for low temperature overpressure protection. The bases changes will be processed in accordance with the Technical Specification Bases Control Program and 10 CFR 50.59.
