WITHDRAWAL OF PROPOSED CHANGES TO THE EMERGENCY PLAN (TAC NOS. MC0301 AND MC0302)
Dear Mr. Solymossy:
By letter dated June 4, 2004, the Nuclear Management Company, LLC (NMC), withdrew its request for approval of proposed Emergency Plan changes related to Emergency Action Level (EAL) schemes for seismic events, dated July 23, 2003. This proposal requested that the Nuclear Regulatory Commission (NRC) review and approve proposed Revision 28 to the Prairie Island Nuclear Generating Plant Emergency Plan, Annex A. Since the classification scheme was based on NUREG-0654 with some of the technical bases from NUMARC NESP-007 being used for seismic events, prior approval was being requested. The licensee plans to convert all of the Prairie Island Emergency Plan EALs to conform with the guidance of Nuclear Energy Institute 99-01, Revision 4, Methodology for Development for Emergency Action Levels, and revise seismic EALs during this project.
Therefore, our actions under TAC Nos. MC0301 and MC0302 are considered complete and the TACs are closed.
