PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING NRC REVIEW OF PROPOSED CHANGES TO THE EMERGENCY PLAN (REVISION 28) (TAC NO. MC0301 AND MC0302)
Dear Mr. Solymossy:
By letter dated July 23, 2003, the Nuclear Management Company, LLC (NMC), submitted the proposed Revision 28 to the Prairie Island Nuclear Generating Plant Emergency Plan, Annex A, for Nuclear Regulatory Commission (NRC) review and approval. This revision proposes changes to the emergency action levels for seismic events. The NRC staff finds that the additional information identified in the enclosure is needed.
A draft of the request for additional information was e-mailed to Mr. J. Leveille (NMC) on September 30, 2003. A phone call was held between J. Leveille (NMC), M. Agen (NMC),
T. Blount (NRC), and myself on October 7, 2003, to discuss the questions and to gain a mutual understanding. During a phone call on November 24, 2003, a mutually agreeable response date of January 12, 2004, was established.

REQUEST FOR ADDITIONAL INFORMATION REGARDING REVIEW OF THE CHANGES TO THE EMERGENCY PLAN (REVISION 28)
PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 DOCKET NOS. 50-282 AND 50-306 By letter dated July 23, 2003, the Nuclear Management Company, LLC (NMC), submitted the proposed Revision 28 to the Prairie Island Nuclear Generating Plant Emergency Plan, Annex A, for Nuclear Regulatory Commission (NRC) review and approval. The NRC staff has the following questions related to this submittal:
- 1. Provide a copy of the most recent seismic emergency action levels (EALs) that have received NRC unconditional approval and the corresponding approval documentation.
- 2. Regarding the Seismic Event Annunciator:
a.
Is this located in the control room?
b.
Can the Seismograph alarm panel be read from the control room or is this a remote panel?
c.
If it is a remote panel, how long will it take to have the information provided to the control room decision-maker? Provide minimum and maximum times that are reasonably expected.
d.
Does the control room have immediate indication of the seismograph alarm panel being in an alarm state?
e.
At the seismograph alarm panel, is the annunciator a direct read or does it require any additional information or data retrieval?
- 3. Describe how the following events would be classified:
a.
The operating-basis earthquake annunciator is received on the Seismograph Alarm Panel, the earthquake has caused damage to plant equipment that is needed for safe shutdown and the plant is not in mode 5.
b.
The design-basis earthquake annunciator is received on the Seismograph Alarm Panel, the earthquake has caused damage to plant equipment that is not needed for safe shutdown and the plant is not in mode 5.
- 4. What equipment is considered to be needed for safe shutdown? How is the user provided this information?
- 5. Regarding EALs 19A, 19B, 19C if the earthquake is confirmed by one or more offsite sources, why is it necessary to be confirmed by vibratory ground motion felt by plant personnel and recognized as an earthquake. Doesnt the offsite confirmation satisfy the validation concern? If the ground notion is felt by plant personnel but not recognized as an earthquake, is it accurate to state this EAL will not be declared based on your proposed scheme?
