May 27, 2004 Mr. Randall K. Edington Vice President-Nuclear and CNO Nebraska Public Power District P. O. Box 98 Brownville, NE 68321
SUBJECT:
COOPER NUCLEAR STATION - REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING LICENSE AMENDMENT REQUEST FOR A ONE-TIME EXTENSION OF CERTAIN SURVEILLANCE REQUIREMENTS (SRs)
Dear Mr. Edington:
Nebraska Public Power District (the licensee) requested the Nuclear Regulatory Commission (NRC) staff approve a license amendment request for a one-time extension of certain technical specification SRs, including SR 3.3.8.1.2, performance of channel calibration for loss of power instrumentation.
The NRC staff has reviewed the information provided in the January 30, 2004, submittal and determined that additional information is required in order to complete the review of the proposed change to SR 3.3.8.1.2. Specifically, the last paragraph on Page 15 of Attachment 1 to the submittal states:
For functions 4a, 4b, and 5a, the setpoint calculation assumes an 18-month calibration interval. Conservatively assuming a 24-month calibration interval for these functions results in a maximum expected drift that remains well within the desired level of confidence for avoidance of either a spurious trip or exceeding the instrument Allowable Value.
Please indicate the methodology used to extend the instrument Allowable Value from the 18-month interval to a 24-month interval. As agreed upon in telephone call on May 27, 2004, the licensee will respond to the RAI within 30 days.
Sincerely,
/RA/
