REQUEST FOR ADDITIONAL INFORMATION - DAVIS-BESSE NUCLEAR POWER STATION (TAC NO. MC2185)
Dear Mr. Myers:
By letter dated February 13, 2004 (ADAMS ML040490242), you submitted a request to amend the existing exemption from Section 50.46 of the Title 10 of the Code of Federal Regulations (10 CFR), Acceptance Criteria for Emergency Core Cooling Systems for Light-Water Nuclear Power Reactors and 10 CFR 50, Appendix K, ECCS Evaluation Models, for the Davis-Besse Nuclear Power Station. The existing exemption was approved by the NRC staff by letter dated May 5, 2000 (ADAMS ML003712264).
The NRC staff has been reviewing your request and finds that it needs additional information in order to complete its review. The NRC staff developed the enclosed question and forwarded it to your staff on May 3, 2004. This question was discussed with your staff and it was agreed that you would provide a response 90 days from the date of this letter. If our understanding is not correct, please contact me at (301) 415-3027 at the earliest opportunity.

The proposed backup boron precipitation flushing emergency core cooling system (ECCS) mode would involve ECCS flow going from the suction of the low pressure injection pumps through those pumps to the suction of the high pressure injection (HPI) pumps through a crossover line, through the HPI pumps to the pressurizer spray to the pressurizer, and finally to the reactor coolant system (RCS) hot leg through the pressurizer (J-shaped) surge line. Using spray, it takes some time to fill the pressurizer and its associated surge line sufficiently to inject into the RCS hot leg. Please provide additional information to show that this backup boron flushing path will be available when and if it is needed.
