SUBJECT:
RENEWAL OF FULL-POWER OPERATING LICENSE FOR THE R. E. GINNA NUCLEAR POWER PLANT This memorandum informs the Commission of the issuance of a renewed facility operating license for the R. E. Ginna Nuclear Power Plant. By a letter dated July 30, 2002, Rochester Gas and Electric Corporation submitted its application to renew the operating license for the Ginna Nuclear Power Plant. The staff reviewed the license renewal application in accordance with Title 10 Code of Federal Regulations (10 CFR) Parts 51 and 54. Region I also performed inspections, as described in a March 18, 2004, memorandum from Hubert Miller, Regional Administrator. The staff documented the results of its safety review in its Safety Evaluation Report Related to the License Renewal of the Ginna Nuclear Power Plant, which was published as NUREG-1786 in May 2004.
With respect to environmental matters, the staff documented the results of its reviews in a supplemental environmental impact statement which was published as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 14, Regarding Ginna Nuclear Power Plant, January 2004.
Pursuant to the June 5, 2002, staff requirements memorandum on SECY-02-0088, the Director of NRR issued Renewed Facility Operating License No. DPR-18 for the R. E. Ginna Nuclear Power Plant on May 19, 2004. The final action was completed within the 22-month goal for reviewing a license renewal application that is not subject to a hearing.
