SUBJECT:
SUMMARY
OF THE PALISADES NUCLEAR PLANT PERFORMANCE ASSESSMENT MEETING ON MAY 6, 2004
Dear Mr. Malone:
This letter refers to the meeting held on May 6, 2004, at 6:00 p.m. Eastern Daylight Time (EDT) at the Guesthouse International Lighthouse Inn in South Haven, Michigan. The purpose of the meeting was for the Nuclear Regulatory Commission to discuss the Palisades Nuclear Plant performance issues identified in the March 4, 2004 annual assessment letter (ADAMS accession number ML040641189) to Palisades Nuclear Plant management.
At the meeting, the NRC discussed the Reactor Oversight Process, the national summary of plant performance, and the plant-specific end-of-cycle assessment results for Palisades Nuclear Plant. Overall, Palisades operated in a manner that preserved public health and safety and fully met all cornerstone objectives. Plant performance for the most recent quarter was within the Regulatory Response column of the NRCs Action Matrix, based on one White inspection finding in the Initiating Events cornerstone that was identified in the second quarter of the assessment period. Otherwise, all inspection findings were classified as having very low safety significance (Green) and all performance indicators indicated performance at a level requiring no additional oversight.
At the meeting, you presented an overview of recent plant performance at Palisades which included areas where plant performance has been perceived by site management to be good as well as areas requiring additional attention.
The meeting attendance list is enclosed. The handout provided by the NRC at the meeting are available in ADAMS (accession number ML041310056).
In accordance with 10 CFR 2.390 of the NRCs Rule of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
