Palisades Annual Assessment Summary January 1 - December 31, 2003
NMC operated Palisades in a manner that preserved public health and safety.
All cornerstone objectives were met with one White inspection finding.
A substantive cross-cutting issue in the Problem Identification and Resolution area was closed.
NRC planned baseline inspections at Palisades for the assessment period and a supplemental inspection to review corrective actions to address the White finding.

One White Inspection Finding in the Initiating Events One White Inspection Finding in the Initiating Events Cornerstone. A loss of offsite power and loss of Cornerstone. A Special Inspection was conducted to review the circumstances surrounding a March 18 breaker fire in the cable spreading room and a March 25 loss of offsite power and loss of shutdown cooling event. Both events resulted in Alert declarations.
