Purpose of Todays Meeting l A public forum for discussion of the licensees performance l NRC will discuss the licensee performance issues identified in the annual assessment letter l Licensee will respond to the information in the letter and inform the NRC of new or existing programs to maintain or improve their performance

Palisades Annual Assessment Summary January 1 - December 31, 2003 l NMC operated Palisades in a manner that preserved public health and safety.

l All cornerstone objectives were met with one White inspection finding.

l A substantive cross-cutting issue in the Problem Identification and Resolution area was closed.

l NRC planned baseline inspections at Palisades for the assessment period and a supplemental inspection to review corrective actions to address the White finding.

Safety Significant Findings or PIs l One White Inspection Finding in the Initiating Events Cornerstone. A loss of offsite power and loss of shutdown cooling occurred when workers installing a signpost in the parking lot damaged a cable which contained offsite power protective relaying circuitry.

l All other Inspection Findings and Performance Indicators for the assessment period were Green.

Palisades Inspection Activities (Jan 1 - Dec 31, 2003) l A Special Inspection was conducted to review the circumstances surrounding a March 18 breaker fire in the cable spreading room and a March 25 loss of offsite power and loss of shutdown cooling event. Both events resulted in Alert declarations.
