SUMMARY
OF THE BRAIDWOOD STATION PERFORMANCE ASSESSMENT MEETING ON APRIL 15, 2004
Dear Mr. Crane:
On April 15, 2004, a public meeting was held at the Braidwood Public Library, between the Nuclear Regulatory Commission (NRC) and Exelon staff. The purpose of the meeting was to discuss NRCs assessment of Braidwoods performance for the period of January 1, 2003, through December 31, 2003.
Overall, as discussed in the Braidwood Annual Assessment letter dated March 4, 2004 (ADAMS accession number ML040641149), the Braidwood units were operated in a manner that preserved public health and safety. During the last quarter of 2003, Braidwood Unit 1 performance was within the Regulatory Response Column of the NRCs Action Matrix based on one White PI (Safety System Unavailability, Heat Removal System, Auxiliary Feedwater System) in the Mitigating System Cornerstone. All inspection findings were classified as having very low safety significance (Green) and all remaining PIs indicated performance at an acceptable level (Green). Braidwood Unit 2 performance was within the Licensee Response Column of the NRCs Action Matrix, based on all findings being classified as very low safety significant and all performance indicators classified within the green performance band.
During the meeting, Mr. Joyce of your staff presented an overview of the performance accomplishments and challenges of 2003. Actions taken to improve the performance of the 1B auxiliary feedwater system were also discussed. As stated in the Annual Assessment letter, we plan to conduct an additional inspection to better understand the systems performance trend.
Mr. Joyce also discussed the current focus areas and challenges for 2004. We encourage the station to pursue these focus areas, particularly, improving the effectiveness of the self-assessment program, increasing equipment reliability, and improving operational execution and safety.
The meeting attendance list is enclosed. At the end of the meeting, members of the public asked questions regarding the Davis-Besse vessel head issue and the performance of the auxiliary feedwater pump.
