Dear Mayor Testa:

I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC) and Entergy Nuclear Northeast in which the NRC staff will discuss with Entergy our annual assessment of the safety performance of the Indian Point Nuclear Generating Units 2 and 3.

The meeting will be held at 7:00 p.m. on Tuesday, April 27, 2004, at the Crystal Bay on the Hudson -Charles Point Marina, 5 John Walsh Boulevard, Peekskill, New York. At the meeting we will briefly discuss our Reactor Oversight Process and then discuss with Entergy our assessment of their safety performance of Indian Point Units 2 and 3 and their response to our assessment. Immediately following the meeting with Entergy, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of Indian Point Units 2 and 3 and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of the Indian Point Units 2 and 3 in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2003 through December 31, 2003. We described our assessment results in a letter to the Entergy on March 3, 2004. The letter can be found at:
