Subject:

Vermont Yankee Nuclear Power Station License No. DPR-28 (Docket No. 50-271)

Technical Specification Proposed Change No. 262 - Supplement No. 11 Alternative Source Term Meteorological Database for Ground-Level Releases This letter provides additional information in support of Vermont Yankee's' (VY) proposed revision to the licensing basis for the Vermont Yankee Nuclear Power Station (VYNPS) that incorporates a full scope application of an Alternative Source Term methodology. By letter dated July 31, 2003, as supplemented by letters dated October 10, 2003, November 7, 2003 (two letters), November 20, 2003, December 11, 2003 (two letters), December 30, 2003; February 10, 2004, February 18, 2004, and February 25, 2004, VY proposed to amend Facility Operating License No. DPR-28 for VYNPS.

Attachment I to this letter consists of site meteorological data on a CD-ROM in ARCON-96 format.

The data were collected at VYNPS over a five-year period (i.e., 1995 - 1999) and were the basis for the atmospheric dispersion factors (x/Q) used in certain postulated ground-level release calculations.

These data are being provided in response to a request by the NRC staff.

This supplement to the license amendment request does not change the scope or conclusions in the original application, nor does it change VY's determination of no significant hazards consideration.

If you have any questions, please contact Mr. James DeVincentis at (802) 2584236.

Sincerely,

' Entergy Nuclear Vermont Yankee, LLC and Entergy Nuclear Operations, Inc. are the licensees of the Vermont Yankee Nuclear Power Station.
