Comments on Proposed Rule: Revision ofFee &hedles;Fee Recoveryfor FY.2004 (69 FR 4865) - RIN 3 150-AH37 Ladies and Gentlemen:
Progress Energy is submitting the following comments related to the subject Federal Register notice.
Progress Energy endorses the comments submitted by Mr. Stephen D. Floyd of the Nuclear Energy Institute in a letter to the U.S. Nuclear Regulatory Commission (NRC) dated March 3, 2004.
We especially want to note that a significant'portion of the proposed fee increase for power reactors is for homeland security issues. Although the NRC requested that these expenditures be paid from the general funds and not licensee fees, the 2004 Energy and Water Development Appropriations Act included them in the NRC's budget for recovery under the user fee rule. Support for horneland security activities should be funded through the general treasury because homeland security related to nuclear power plants fundamentally is part of the nation's responsibility to protect its critical infrastructure.
