Ladies and Gentlemen:

On January 7, 2003, the NRC issued EA-02-261, "Issuance of Order for Compensatory Measures Related to Access Authorization," (Order) to include the plants listed above.'

Section III, C.2 of the Order requires that the licensee to report to the NRC when full compliance with the requirements described in Attachment 2 has been achieved. Carolina Power & Light Company, doing business as Progress Energy Carolinas, Inc., and Florida Power Corporation, doing business as Progress Energy Florida, Inc., hereby notify the NRC that fill compliance with the requirements described in Attachment 2 of the Order was achieved by January 7, 2004.

This document contains no new regulatory commitment.
