SUMMARY

OF FEBRUARY 27, 2004, MEETING REGARDING THE INDIVIDUAL PLANT EXAMINATION FOR BROWNS FERRY NUCLEAR PLANT, UNIT 1 (TAC NO. MC1895)

Background

On February 27, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVA) representatives at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was to discuss TVAs proposed resolution for an open item in the Regulatory Framework letter dated August 14, 2003 (ADAMS Accession No. ML032190680), regarding the Individual Plant Examination (IPE) for Browns Ferry Nuclear Plant (BFN), Unit 1. The meeting was classified as a Category 1 meeting. However, no members of the public were in attendance. Attachment 1 is a list of attendees, and, which contains TVAs agenda for the meeting, is a copy of TVAs handout distributed at the beginning of the meeting.

Discussion On November 23, 1988, the NRC issued Generic Letter (GL) 88-20, IPE for Severe Accident Vulnerabilities, which requested all licensees to perform a systematic examination to identify any plant specific vulnerabilities to severe accidents, and to review proposed plant improvements such as design changes and changes to operating procedures, maintenance, surveillance, training, or staffing. TVAs objective for this meeting was to provide information to the NRC staff showing that all actions required by GL 88-20 had been completed for BFN Unit 1. The NRC staff previously closed out this issue for Units 2 and 3, at which time the issue remained open for Unit 1.

TVAs representatives discussed the background and chronology of the IPE for the three BFN units including Unit 1. TVA concluded, from its analyses, that no vulnerabilities were identified and no plant improvements were proposed. In addition, TVAs representatives stated that a probabilistic risk assessment (PRA) analysis is being performed for Unit 1; due to be completed in the summer of 2004. Based on this effort, the NRC staff agreed to (1) consider overview documentation illustrating that the PRA being developed for Unit 1 reflects the lessons learned from the analyses and reviews of the IPEs for Units 2 and 3, and (2) identify in a letter to TVA, targeted for the summer of 2004, the specific information needed to close out this issue for BFN Unit 1.

Conclusion As discussed above, the staff will provide TVA, in the summer of 2004, a letter identifying the specific information needed for the close out of this issue for BFN Unit1.
