Pursuant to 10 CFR 26.71 (d), enclosed is the semiannual Fitness For Duty (FFD) Program performance data for the above listed plants belonging to Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation, now doing business as Progress Energy Florida, Inc. (PEF).
The enclosed report provides FFD Program performance data for personnel subject to the requirements of 10 CFR 26, for the period July 1, 2003 through December 31, 2003.
This document contains no new regulatory commitment.

SUMMARY
OF MANAGEMENT ACTIONS Lessons Learned and Actions Taken
SUBJECT:
Discrepancy in Blind Sample Test Results In October, Licensee submitted a blind sample specimen to the secondary laboratory for testing.
The specimen was tested positive for THC. The primary laboratory had already reported results consistent with expected results. The secondary lab reported results which conflicted with the primary lab results. The investigation determined that the primary lab had reported the correct results. The secondary lab had switched specimen bottles which had been submitted for split sample testing, and as a result, a positive specimen was reported as "Fail to Reconfirm."
Additionally, the certifying scientist failed to follow laboratory procedure for specimens which fail to reconfirm. The secondary lab accepted responsibility and initiated appropriate corrective actions.
The NRC was notified in accordance with the requirements of 10CFR26, Appendix A, subpart B, Section 2.8(e)(4).
PE&RAS-04-007 Page 3 of 12 Enclosure EFFECTIVENESS EVALUATION Fitness For Duty Program Performance Data Random testing is required to be performed at an annual rate of at least 50% of the workforce in accordance with 10 CFR 26.24(a)(2). The current six month reporting period random testing rates were approximately 28.3% for Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc., (PEC) and 29.8% for Florida Power Corporation, now doing business as Progress Energy Florida, Inc., (PEF). For PEC (i.e., the Brunswick, Harris, and Robinson plants), there were 783 random tests conducted with an average of 2769 workers eligible for testing. For PEF (i.e., the Crystal River 3 plant), there were 295 random tests conducted with an average of 990 workers eligible for testing. The annual testing rate for PEC was approximately 56.3% with 1627 random tests conducted with an average of 2888 workers eligible for testing. The annual testing rate for PEF was approximately 57.0% with 516 random test conducted with an average of 905 workers eligible for testing.
For this reporting period, the total rate of positive test results for PEC was approximately 0.6%.
Out of 1086 tests, there were 6 positive results, comprising 5 pre-access, I random, 0 for-cause, and 0 other. For this reporting period, the total rate of positive test results for PEF was approximately 1.5%. Out of 1237 tests, there were 19 positive results comprising 19 pre-access, 0 random, 0 for-cause, and 0 other.
Unescorted access for the individuals with confirmed positive tests was denied or revoked, as applicable.
For this reporting period, the positive test rate for PEC employees was approximately 0.2%, with 1 positive result out of 643 tests. For this reporting period, the positive test rate for PEF employees was approximately 0.9% with 4 positive results out of 424 tests.
For this reporting period, the positive test rate for PEC contractors was approximately 1.1% with 5 positive results out of 443 tests. For PEF, the positive test rate was approximately 1.9% with 15 positive tests out of 813 tests.
