EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 RE: ISSUANCE OF AMENDMENTS (TAC NOS. MB3665 AND M83666)

Dear Mr. Sumner:

The Nuclear Regulatory Commission has issued the enclosed Amendment No. 228 to Facility Operating License DPR-57 and Amendment No. 170 to Facility Operating License NPF-5 for the Edwin I. Hatch Nuclear Plant, Units I and 2. The amendments consist of changes to the Technical Specifications and associated Bases in response to your application dated December 14, 2001.

The amendments revise Surveillance Requirement (SR) 3.0.3 to extend the delay period, before entering a Limiting Condition for Operation, following a missed surveillance. The delay period is extended from the current limit of "... up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or up to the limit of the specified Frequency, whichever is less" to "...up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or up to the limit of the specified Frequency, whichever is greater." In addition, the following requirement is added to SR 3.0.3: "A risk evaluation shall be performed for any Surveillance delayed greater than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the risk impact shall be managed."

A copy of the related Safety Evaluation is also enclosed. A Notice of Issuance will be included in the Commission's biweekly Federal Register notice.
