SUMMARY

OF JANUARY 15, 2004, CATEGORY 2 SENIOR MANAGEMENT MEETING WITH NEI TO DISCUSS 10 CFR PART 52 COMBINED LICENSE (COL) ISSUES On January 15, 2004, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and NEI at NRC Headquarters in Rockville, MD. The purpose of this meeting was to discuss 10 CFR Part 52 COL issues. A list of meeting attendees is included as. The meeting agenda is provided as Attachment 2.

Handouts were provided during the meeting by both the staff and NEI. The handouts can be accessed through the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML040230652. This system provides text and image files of NRCs public documents. Highlights of the Meeting NEI requested the meeting with NRC senior managers to share information on priorities, schedules, and challenges in new plant licensing under 10 CFR Part 52. NEI discussed the 23 generic COL issues that have been identified and that are contained in the handouts from the meeting. The staff indicated that discussions have begun on many of the COL generic issues. The staff noted that fiscal year 2004 and 2005 new reactor resources were reduced to support additional license renewal reviews and that increased interactions on COL issues will be limited by resources. The staff stated that it is currently planning for one COL application in FY 2006 and that additional early site permit (ESP) or COL applications would be a challenge.

The staff emphasized the need to know industrys plans relative to COL applications as soon as possible.

The staff and NEI agreed to keep senior managers of both organizations informed of the status of the high priority COL generic issues. NRC senior managers stressed the need for NEI to work with the staff and the NRC line management (i.e., the Program Director New, Research and Test Reactors) to the maximum extent possible to resolve COL generic issues.
