ANNUAL UPDATE OF INTEGRATED SCHEDULE "ABC" PROJECT LISTING Pursuant to License DPR-50 Condition No. 2.c.9, AmerGen Energy Company, LLC (AmerGen) hereby submits the required annual update of projects listed in each category (A, B, and C) as defined by the LRPP integrated schedule. The attachments to this letter include: 1) the ABC project listing; and, 2) a summary of changes since the last submittal forwarded by AmerGen Letter No. 5928.03-20023, dated February 15, 2003. An abstract of the attachments follows:

1. Attachment A - A new project listing of Category A, B, and C projects annotated by an asterisk (*) to identify new projects and by a double asterisk (**) to identify changes in Budget Authorization (B/A) number assignments. Completed projects have been removed from the schedule listing. Remaining projects are ongoing or are scheduled consistent with cycle/year commitments. Any changes in schedule are reflected on Attachments A and B.

2. Attachment B - A summary listing of Category A and B projects which have been completed, deferred, changed in scope, or otherwise changed with explanations, as appropriate. The Attachment B listing also contains Category C project completions. Please note that changes to the Category C scope or schedule do not impact the Category A and B schedules.

Pursuant to the LRPP for TM - 1, AmerGen will assume that the NRC is in agreement with the above Category A and B changes, unless we are notified otherwise within 15 days of receipt. If additional information is needed, please contact Adam Miller, of TMI-1 Regulatory Assurance at (717) 948-8128.

g) Maintain Reliability/Capabilit (MRC) - Activities that, if implemented, will maintain power production at existing levels by preventing deterioratim of plant systems or equipment.

Includes activities in response to national codes or standards, insurance policies, equipment vendor specifications or nuclear industry high unavailability equipment data without which the plant could not operate prudently h) Improve Reliability/Capability (REL) - Activities that, if implemented, will increase power generation by improving availability or capacity factor to maximize energy output.

i) Improve Operational Effectiveness(IOE) - Activities that, if implemented, wIl improve staff efficiency or provide a direct economic payback in terms of reduced operating/maintenance costs.

j) Improve Personnel Facilities (FAC) - Activities that, if implemented, will improve working conditions and the usefulness of personnel facilies.

ATTACHMENT B CHANGES TO TMI - 1 NUCLEAR GENERATING STATION INTEGRATED SCHEDULE ANNUAL UPDATE (February, 2004)

Category 'A' Projects Additions: None Completions: Item 2 (description shown below), which was associated with TMI- 1 Technical Specification 2.1, has been removed from the Category "A' Projects list, effective October 20, 2003. This commitment was established via issuance of the NRC Safety Evaluation Report (SER) associated with TMI - 1 License Amendment No. 238, issued October 23, 2001.

Subsequently, the NRC SER associated with TMI - 1 License Amendment No. 247, issued October 20, 2003, allowed removal of this commitment.

The NRC SER section 3.1 reads in part: " ... The staff reviewed the licensee's methodology for determining the Thermal Design Limit (TDL) and determined that it contains sufficient margin to account for transition core effects as well as other cycle-specific requirements. The staff finds that the licensee has determined an appropriately conservative TDL and, therefore, removal of the commitment isacceptable."

2. A minimum Reactor Coolant System (RCS) flow rate of 105.5% of design flow (105.5% of 352,000 gpm) is specified to offset potential mixed core DNBR penalty for TMI Unit-1 Cycle 14 and any subsequent cycle. This commitment expires when a mixed core penalty is no longer required or NRC-approved statistical core design methods are utilized which provide an alternative means of addressing transition core effects.
