However, if the staff is directed by agency leadership or forced into a situation to provide an answer to the media, the following points would serve as the basis for the staff's answer.

QUESTION: How did Indian Point do in the force on force exercise?

ANSWER:

o I will answer your question in general terms to avoid disclosing sensitive security information that could be exploited by those who seek to harm the public.

o Indian Point participated as one of more than a dozen nuclear power plant licensees in the NRC's pilot program on expanded force on force exercises.

O The pilot program focuses on identifying elements of the force-on-force exercise that should be improved. The exercise evaluated the impact of expanded adversary characteristics and interim compensatory measures that the NRC has ordered. These insights will be used in establishing the new program of force-on-force exercises.

O Let me assure you that any potentially significant deficiencies in the defensive strategy identified during this exercise are promptly reviewed and properly addressed outside of the pilot program O The NRC is considering writing a summary report on the pilot program that could be made available to the public without disclosing any information specific to individual plants.

O Force-on-Force exercises remain a primary means to conduct performance-based testing of a licensee's security force and its ability to prevent radiological sabotage.

However, they represent only one aspect of evaluating the licensee's security program.

The NRC's security inspection program continues to provide an overall assessment of plant security.

FOLLOWUP QUESTION: Is the Indian Point secure?

ANSWER: NRC would not allow the plant to continue to operate unless it adequately protects the public.
