UPDATED POTENTIAL QUESTIONS ON FORCE-ON-FORCE RESULTS AT INDIAN POINT NOTE: The NRC staff does not seek an opportunity to interact with media representatives during or after the force-on-force exercise at Indian Point. However, if the staff is directed by agency leadership or forced into a situation to provide an answer to the media, the following points would serve as the basis for the staff's answer.

The results from the pilot force-on-force exercise at Indian Point show that the licensee has a strong defensive strategy and capability that continues to give the NRC reasonable assurance that Indian Point can be adequately protected against terrorist attacks.
What does the conduct of this exercise mean for Indian Point in the future, e.g.,
will there be other exercises? If so, when?
Indian Point is one of the nuclear power plant licensees that are participating in the NRC's pilot program on expanded force-on-force exercises. These exercises provide the most realistic, performance-based assessment of the proficiency of the licensee security force, short of an actual terrorist attack, with the purpose being to reveal potential weaknesses in nuclear power plant site protective strategies so they can be promptly addressed by the licensee. They represent only a portion of the regulatory methods used to assess a licensee's ability to protect against intrusions, theft, or compromise of nuclear materials.
The insights from the pilot program will be used in establishing a new force-on-force program. The NRC is considering whether to conduct future exercises at each nuclear power plant on a three-year cycle, instead of the eight-year cycle that had previously been applied. The schedule of the exercises does not affect the NRC's determination on conducting additional security exercises based on cause.
In addition, licensees, such as Indian Point, conduct training exercises on a recurring basis to test their ability to prevent, defend, and/or respond to a variety of events that include, but is not limited to, terrorist attacks.
