OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 - FINAL ACCIDENT SEQUENCE PRECURSOR OF FEBRUARY 1999 OPERATIONAL CONDITION Enclosed for your information is the final Accident Sequence Precursor analysis of an operational condition that was identified at Oconee Nuclear Station, Units 1, 2 and 3 on February 24, 1999. The condition was reported in Licensee Event Report No. 269/99-001-01 and Inspection Report Nos. 50-269/99-13, 50-270/99-13, and 50-287/99-13. We prepared the final analysis based on our review and evaluation of comments from you and the Nuclear Regulatory Commission (NRC) staff on the preliminary analysis of this condition. The results of the final analysis indicate that this condition is a precursor for all three units at Oconee. This condition resulted in a change in the core damage probability of 8E-6, 6E-6, and 5E-6 for Units 1, 2 and 3, respectively.

The risk significance associated with this 1999 event was not analyzed under the Significance Determination Process.

The NRC staff is continuing to review the appropriate classification of these documents within our records management program and is considering changes in our practices following the events of September 11, 2001. Using our interim guidance, the enclosed analyses have been marked as Proprietary Information or Sensitive Information in accordance with Section 2.790(d) of Title 10 of the Code of Federal Regulations. Please control the document accordingly (i.e., treat the document as if you had determined that it contained trade secrets
