CORRECTION OF LICENSE AND TECHNICAL SPECIFICATIONS FOR MILLSTONE POWER STATION, UNIT NO. 2 (TAC NO. MC1526)

Dear Mr. Christian:

The purpose of this letter is to provide you with the results of the U.S. Nuclear Regulatory Commission (NRC) staff review of the license and technical specifications (TSs) for the subject plant. The NRC is conducting a comparison of its license authority files to the licensees records to ensure errors in licenses and TSs are identified and corrected. I have completed the comparison of the NRCs license authority file and your records to determine whether corrections were necessary. The enclosures provide the information necessary to update your records for Millstone Power Station, Unit No. 2, so that the license and TSs accurately capture the NRC-approved amendments to these documents. I discussed the corrections (Enclosure 1) that are necessary with Mohamed A. Elmaghrabi of your staff on January 27, 2004.

Included in Enclosure 2 are copies of the (1) cover pages of the letters transmitting the license amendments, (2) insert/remove instruction pages for the associated amendments, and (3) correct license and/or technical specification pages. Please follow the instructions of the insert/remove page (Enclosure 3) when incorporating these corrections. Please have a member of your staff inform me when the corrections have been incorporated into your records or if there are any questions or comments on the requested actions.

While reviewing the license and TSs, it was discovered through a cursory look at the Bases pages that several pages were different than the copy in our authority file. Enclosure 4 contains a listing of the Bases pages differences found during this review.

1. License page 4, paragraph (4), Physical Protection: Next to last line M2 -.....10 CFR 73.55 shall be implemented.....

This word change was found to be an error in the AF. The notification of this correction will be the subject of a separate letter.

2. License page 6, paragraph d, 2nd line M2 -.....the agreement can not be amend in any....

AF -.....the agreement can not be amended in any....

The word amended was implemented in Amendment No. 256, dated March 31, 2001, and had not been changed since then.

3. Differences Found During Review M2 - AZIMUTHAL POWER TILT =................................... ]-1 AF - AZIMUTHAL POWER TILT = [.......................................]-1 The opening bracket was included in Amendment No. 216, dated June 16, 1998 and had not been changed since then.
4. TS 4.1.3.6.2, page 3/4 1-29, 1st line M2 - Verify.....which the regulatory CEA......

AF - Verify......which the regulating CEA.......

The word regulating was implemented in Amendment No. 280, dated September 25, 2003.

5. TS 3.8.1.1, page 3/4 8-2, Inoperable Equipment M2 - c. One offsites circuit AF - c. One offsite circuit There is no s included with the word offsite in Amendment No. 231, dated March 12, 1999, which implemented this change and had not been changed since then.

6. TS 3.8.1.1, page 3/4 8-2, Required Action, c.5 M2 - Restore remaining in operable A.C. source.... (space between in and operable)

The single word inoperable was implemented in Amendment No. 231, dated March 12, 1999, and had not been changed since then.

7. TS 3.9.18 (a), page 3/4 9-22, 2nd line M2 -....Region A shall be within the acceptable burnup domain of figure 3.9-4...

AF -....Region A shall be within the acceptable burnup domain of Figure 3.9-4...

The letter F for the word Figure was capitalized in Amendment No. 274, dated April 1, 2003, and had not been changed since then.

8. FIGURE 3.9-2, SPENT FUEL POOL ARRANGEMENT, TS page 3/4 9-24 M2, AF - Look at Amendment No. 274, dated April 1, 2003, new TS page 3/4 9-24.

Does this revision have a change bar indicating where the changes were made? Why is the figure different in M2 TS compared to AF, Amendment No. 274, dated April 1, 2003 and the M2 submittal of November 6, 2001? The difference is the highlighting around Region A and Region B racks.

9. TS 6.12.2.d.2, page 6-22, 2nd line M2 - cumulative dose in formation to a remote.....

AF - cumulative dose information to a remote.....

The word information was implemented in Amendment No. 276, dated May 15, 2003.

10. TS 6.12.2.f, page 6-23, 1st line M2 - Such individual areas that are with in a larger area.....

AF - Such individual areas that are within a larger area.....

The word within was implemented in Amendment No. 276, dated May 15, 2003.

    • I understand that this figure was slightly changed when changing format for your controlled TS. If your present copy more accurately reflects the arrangement of this figure, please formally provide it for our records.

Bases Page Differences 1)

Bases page B 2-7, Loss of Turbine, 2nd and 3rd lines M2 dated February 20, 2003 states:......15% of RATED THERMAL POWER as sensed by the power range nuclear instrument Level 1 bistable.

AF dated October 4, 2001 states:.......15% of RATED THERMAL POWER.

Amendment 282 was subsequently issued on September 25, 2003 that showed this change, however, there was no change bar added to indicate it was changed. It was shown as a change in a July 31, 2003 application but when that application was superceded by a November 7, 2003 application the change was not included because this Bases page was to be addressed under an application originally submitted May 7, 2002. This change was not addressed in the May 7, 2002 application or subsequent supplements, however, it was on the Bases page B 2-7 issued under Amendment 282 without a change bar showing it was changed.

Bases pages B3/4 6-3b and 3c M2 - Bases pages B 3/4 6-3c and 3b were missing from the record copy provided by M2. In its place was page B 3/4 9-3b. Even though the actual page B 3/4 9-3b is in its proper position, it is in a different format then the one in the B 3/4 6-3b location. Subsequent to receiving the M2 record copy you provided Bases pages B 3/4 6-3b and 3c from the implementation of Amendment 278.
