MILLSTONE POWER STATION UNITS 2 AND 3 APPLICATIONS FOR RENEWED OPERATING LICENSES Pursuant to the requirements of Parts 50, 51, and 54, Dominion Nuclear Connecticut, Inc. (DNC) hereby applies for the renewal of the operating licenses for Millstone Power Station Units 2 and 3. The application for Unit 2 is filed within the interval specified in 10 CFR 54.17(c). The current operating license for Millstone Unit 2 (DPR-65) expires on July 31, 2015 and the operating license for Millstone Unit 3 (NPF-49) expires on November 25, 2025. The applications for both units meet the timeliness requirements of 10 CFR 2.109(b).

By letter dated December 13, 2002, DNC requested an exemption from the schedular requirements of 10 CFR 54.17(c) for Millstone Unit No. 3. By letter dated December 30, 2003 (69 FR 944) the NRC approved DNC's request for exemption from the schedular requirements of 10 CFR 54.17(c) for Millstone Unit 3. Based on this approval, DNC hereby submits the applications for Millstone Units 2 and 3 and requests that the operating license for each of these units be extended for twenty (20) years.

The license renewal applications for Millstone Unit 2 and Millstone Unit 3 contain the information required by 10 CFR 54.17, 54.19, 54.21, 54.22, 54.23, and 51.53 for the contents of an application for a renewed operating license.

CD-ROMs containing the Millstone Power Station Units 2 and 3 applications for renewed operating licenses, including the Environmental Report, are being provided to meet all distribution and copy requirements. One CD-ROM provided with this letter (Enclosure 1) is for use by the Document Control Desk. An additional copy is being . ,

sent directly to the Region I office. This fulfills the requirements of 10 CFR 50.4(b)(3) for acceptance review. The other CD-ROM provided with this letter (Enclosure 2) meets the requirements of 10 CFR 51.55(a).

A CD-ROM is being sent directly to the Senior Resident Inspector as required by 10 CFR 50.4(b)(2)(ii). CD-ROMs are also being sent directly to individuals and officials designated in the distribution of this letter, including the chief executive of the local government in accordance with 10 CFR 2.101(a)(3).

Dominion considers the information in Attachment 1 to be proprietary. To conform to the requirements of 10 CFR 2.790, concerning the protection of proprietary information, the proprietary information provided in Attachment 1 is contained within brackets. Attachment 2 has been redacted to provide a non-proprietary version of this financial information. The redacted version from Attachment 2 is the version provided in all electronic copies of the license renewal applications. Where the proprietary information has been deleted in the non-proprietary version, only the brackets and the statement "Company Confidential Information" remains. The basis for redacting certain information as proprietary is provided in the application for withholding and affidavit provided in Attachment 3 pursuant to 10 CFR 2.790(b)(1).

As required by 10 CFR 54.21(b), current licensing basis changes that have a material effect on the content of this application will be identified at least annually while the application is under NRC review and at least three months prior to the scheduled completion of the NRC review.
