SUBJECT:

CALLAWAY PLANT, UNIT 1 - REVISION OF LICENSE AMENDMENT REQUEST OL-1225 REGARDING EXTENSION OF COMPLETION TIMES FOR EMERGENCY DIESEL GENERATORS (TAC NOS. MB9877 AND MB9878)

Dear Mr. Randolph:

In the application dated June 27, 2003 (ULNRC-04866), you requested an amendment to the Technical Specifications (TSs) on emergency diesel generators (EDGs) for the Callaway Plant, Unit 1. In the notice of consideration of issuance of amendment published in the Federal Register (68 FR 43396) on July 22, 2003, the proposed amendment was described as that which would revise the Technical Specifications (TSs) to (1) extend the allowed outage time (AOT) or required action completion time (CT) for an inoperable diesel generator (DG), and (2) delete the second CT given in certain required actions in TS 3.6.6, "Containment Spray and Cooling Systems;" TS 3.7.5, "Auxiliary Feedwater (AFW) System;" TS 3.8.1; and TS 3.8.9, "Distribution System - Operating" of the TSs.

The above proposed changes to the TSs were revised in your letter of December 19, 2003 (ULNRC-04917) and are only to Required Actions A.3 and B.4 for TS 3.8.1 to extend the AOT, or required action CT, for an inoperable DG. A revised Notice of Consideration of Issuance of Amendment will be included in the Commissions next biweekly Federal Register notice.

The revised application does not propose to delete the second CT given in certain required actions in TSs 3.6.6, 3.7.5, 3.8.1, and 3.8.9. Since TAC No. MB9878 covered this part of the proposed amendment in the June 27, 2003, application, it will be closed and no further time will be charged to the TAC.

Sincerely,

/RA/
