VIRGINIA ELECTRIC AND POWER COMPANY RIcHMOND, VIRGINIA 23261 January 6, 2004 United States Nuclear Regulatory Commission Serial No.:

SURRY POWER STATION UNITS I AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 ENGINEERING EVALUATION RESULTS AND CLOSURE OF COMMITMENT FOR MANAGEMENT OF ENVIRONMENTALLY ASSISTED FATIGUE IN SAFETY INJECTION ACCUMULATOR AND CHARGING NOZZLES A specific commitment of the renewed operating licenses for both the Surry and North Anna Power Stations was management of environmentally assisted fatigue for safety injection (SI) accumulator and charging line nozzles. As stated in Section 18.3.2.4 and in Table 18-1 (Item 25) of the UFSARs for both stations, an acceptable approach for addressing this issue was to further refine the fatigue analyses for SI accumulator and charging line nozzles using the guidance of ASME Code Section 1I, NB-3200, in an effort to reduce the cumulative usage factors (CUF) for the nozzles to values that are below the Code limit of 1.0. The enhanced fatigue analyses have been completed and confirm that the CUF values for the SI accumulator and charging nozzles at Surry and North Anna are below the limit of 1.0. Therefore, no additional inspections are required for these nozzles due to environmentally assisted fatigue and no further action is required for Item 25 of UFSAR Table 18-1. Appropriate changes will be made in the UFSARs for the Surry and North Anna Power Stations to document this conclusion and the closure of this commitment.
