Response to Bulletin 2003-04, Rebaselining of Data in the Nuclear Material Management and Safeguards System R. E. Ginna Nuclear Power Plant Docket No. 50-244
Dear Mr. Harris:
Bulletin 2003-04 was issued on October 8, 2003 to all Nuclear Regulatory Commission licensees who are licensed to possess any of a number of specified special nuclear materials. The subject bulletin required that licensees perform a one-.time reporting of the quantities of special nuclear material and/or foreign obligated source material in their possession. The required information is enclosed with this letter. There are no licensee commitments contained within this letter.

R.E. Ginna Nuclear Power Plant Response to Bulletin 2003-04 Enclosure Bulletin 2003-04 specified that the following required actions be performed:
(ii)
Request affected licensees to perform a one-time reporting of the quantities of special nuclear material (SNM) and/or foreign obligated source material in their possession, specified as:
(a)
A quantity of SNM defined by 10 CFR 72.76, 72.78, 74.15, and 150.16, as 1 gram or more of contained uranium-235, uranium-233, plutonium, or 0.1 gram or more plutonium-238 that is greater than 10 percent of the total plutonium by weight; or (b)
A quantity of foreign obligated source material (i.e., natural uranium, depleted uranium, or thorium) defined by 10 CFR 40.64 and 150.17 as 1 kilogram or more.
(iii)
Request affected licensees to perform a one-time reporting of the quantities of other types of Government-owned materials, specified as any quantity of deuterium, tritium, curium, americium, neptunium, californium, berkelium, or enriched lithium in their possession (hereafter referred to as other Government-owned materials);
(iv)
Request affected licensees to submit the results of this one-time reporting of the balances of the requested material types directly to NMMSS, as described in NUREG/BR-0006 or 0007 and NMMSS Report D-24, as referenced in 10 CFR 40.64, 72.76, 72.78, 74.13, 74.15, 150.16, and 150.17, and to coordinate with NMMSS staff, the resolution of any discrepancies that become evident, based on a comparison of the results of the one-time reporting and previously existing licensee nuclear material balances.
RESPONSE
Guidance in Reference 1 stated that:
Given the large volume of responses the Nuclear Materials Management and Safeguards System NMMSS) contractor is anticipated to have to work with, the NRC technical contacts have indicated any of the following will be considered as having met the ninety day deadline.

If the licensee routinely reports material balance/inventory information to the NMMSS contractor, the licensee may send a letter to the NRC referencing their most recent submittal and indicating that submittal should be considered their response to the Bulletin request. Sch a letter should fully identify the facility, the associated reporting identification symbols (RIS), and the dates of the submittal.
The NRC will forward such information to NMMSS.
R.E. Ginna Nuclear Power Plant Response to Bulletin 2003-04 Enclosure Rochester Gas and Electric (RG&E) routinely reports material balance and inventory information to the NMMSS contractor as a condition of the Operating License of Ginna Station (RIS is YLN). The most recent accounting and inventory was performed for a nominal physical inventory date of October 31, 2003. The data was reported to the NMMSS contractor in accordance with the guidance in NUREG/BR-0006, NUREG/BR-0007, and NMMSS Report D-24 on December 22, 2003. The NMMSS contractor has confirmed that the information has been received. The material balance transaction was # 47.
