REQUEST FOR ADDITIONAL INFORMATION (RAI) FOR LICENSE AMENDMENT REQUEST (LAR), INCREASE IN MAIN STEAM LINE TURBINE BUILDING HIGH TEMPERATURE TRIP SETPOINT ALLOWABLE VALUE (TAC. NO. MC0342)

Dear Mr. Kanda:

By letter dated August 14, 2003, FirstEnergy Nuclear Operating Company (FENOC), requested approval of a license amendment request (LAR) for the Perry Nuclear Power Plant (PNPP).

The proposed LAR increases the analytical limit and the resulting Technical Specification Allowable Value (AV) related to the setpoint for the main steam line turbine building temperature - high, system isolation function.

During the review, the NRC staff has identified that additional information is needed in order to complete the review. Specific questions are presented in the attached request for additional information (RAI).

The enclosed questions have already been discussed with your staff. In order to accommodate PNPPs needs, please respond to this RAI by December 15, 2003. If you have any questions concerning our review, or additional time is needed to respond to the RAI, please contact me at (301) 415-3154.

REQUEST FOR ADDITIONAL INFORMATION PERRY NUCLEAR POWER PLANT (PNPP)

INCREASE IN MAIN STEAM LINE TURBINE BUILDING HIGH TEMPERATURE TRIP SETPOINT ALLOWABLE VALUE The Nuclear Regulatory Commission (NRC) staff has reviewed the August 14, 2003, FENOC submittal regarding changes to the Perry Nuclear Power Plant license amendment request to increase the main steam line turbine building temperature - high, system isolation function, and has the following questions concerning the submittal:

(1)

Provide a description of the GOTHIC nodal model (include the GOTHIC version number) used to model the building (volumes, flow paths, active heat removal systems and heat structures, and their initial conditions). Identify the model used for the break flow, the model(s) used for heat transfer to structures, and the model used for flow between volumes. If the GOTHIC jet breakup model is used, provide justification to support its use for this application.

(2)

Provide a benchmark of the GOTHIC model to the current COMPARE model using GOTHIC models which closely resemble COMPARE.

(3)

Provide electronic copy(ies) of the GOTHIC input deck(s) (*.GTH) for the model used for the LAR. The staff may perform independent, confirmatory analyses with the CONTAIN 2.0 code. In addition, the input deck should provide the full description of the nodal models and the GOTHIC models used for the LAR.
