NEW PLANT LICENSING UNDER PART 52 - REQUEST FOR MANAGEMENT MEETING
Dear Mr. Floyd:
I am writing in response to your letter dated October 27, 2003, regarding your proposal for management level meetings to share information on new plant licensing under 10 CFR Part 52.
I welcome the idea of periodic exchanges of information relative to priorities, schedules, and challenges associated with new plant licensing. I believe such exchanges of information will benefit both organizations and will allow us to better develop budget projections and highlight technical priorities in the coming years. It is my understanding that two meetings have already been held, on February 20 and May 22, 2003, to discuss 10 CFR Part 52 combined license (COL) issues. I encourage further exchanges of information with the staff in this area.
Mr. Jim Lyons, Program Director, New Research and Test Reactors, is the primary manager for 10 CFR Part 52 COL issues at the Nuclear Regulatory Commission. I have asked Mr. Lyons to arrange a meeting with you and me, and senior managers from the Nuclear Energy Institute (NEI) and my office to discuss the current priorities, schedules and challenges for licensing new reactors under Part 52. As our staffs continue their efforts to resolve these issues, I encourage you to use the periodic meetings between NEI and the Executive Director for Operations to highlight any significant issues in this area. Mr. Lyons will contact you to make arrangements for a meeting between NEI and the Office of Nuclear Reactor Regulation.
