RESOLUTION OF HARRIS THERMOLAG ISSUE I spoke to John Hannon and Eric Weiss late this afternoon. The guidance from John was to examine the adequacy of Harris' corrective actions. If they look acceptable in terms of guidance that was provided during the November training to the fire protection inspectors and the only shortcoming is that the licensee failed to submit an exemption, process the lack of an exemption as a minor violation. We can then close the white finding based on this inspection. I did point out to him that we would expect the licensee to submit an exemption if we told them there was a minor violation for not doing it.
He declined my request for a 3-way phone call with the licensee. John indicated that it is the region's call as to whether what the licensee is doing represents manual actions in a 3.G.2 area.
It doesn't appear that this guidance is written down yet, but he indicated that he has seen a draft of this guidance. Based on his suggestion, I will call the program office tomorrow (Doug Coe) and find out if I can see the draft of the guidance and what is the schedule for promulgating it to the inspectors.
