SALEM NUCLEAR GENERATING STATION, UNIT NO. 1, CORRECTION TO AMENDMENT NO. 259, RE: TABLE 3.3-1, REACTOR TRIP SYSTEM INSTRUMENTATION (TAC NO. MB8445)

Dear Mr. Anderson:

On October 1, 2003, the U.S. Nuclear Regulatory Commission (NRC or Commission) issued Amendment Nos. 259 and 240 to Facility Operating License Nos. DPR-70 and DPR-75 for the Salem Nuclear Generating Station (Salem), Unit Nos. 1 and 2, respectively. The amendments revised Technical Specifications Table 3.3-1, Reactor Trip System Instrumentation, to modify the Condition and Setpoint description of permissive interlock P-7, in response to your application dated April 10, 2003. Both amendments were issued for implementation within 30 days. However, your original request dated April 10, 2003, requested implementation for Unit 1 prior to exit from the Unit 1 refueling outage in 2004. The staff is, therefore, issuing a corrected amendment page to reflect your original request. The revised license change page is enclosed.

A copy of the corrected Notice of Issuance that will be included in the Commission's biweekly Federal Register notice is enclosed.

Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 259, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

This license amendment is effective as of its date of issuance and shall be implemented 

prior to the exit from Refueling Outage 1R16.

This document corrects a notice appearing in the Federal Register on October 14, 2003 (68 FR 59228), that incorrectly stated implementation date requirements for Amendment No. 259 to Facility Operating License DPR-70 for the Salem Nuclear Generating Station, Unit No. 1. The effective date for the license amendment issued on October 1, 2003, should be as of its date of issuance and shall be implemented prior to the exit from Refueling Outage 1R16.
