By an NRC internal memo dated 9/17/03, DLPM Director Tad Marsh instructed project managers to perform a comparison of the NRCs license authority copy of the TS with the licensees official copy. This effort was prompted by a recent discovery, thru issuance of a renewed license, that discrepancies existed between the NRC and a licensees copy of the TS.

The following is an excerpt from Marshs internal memo (in quotation marks) of what I have to do:

"During your next site visit, compare the NRCs authority files with the licensees record copies of the licenses and TS. Alternatively, if your licensee is willing to send you a copy of its records to review, either via CD or other means, you may conduct this review in your office. The licensees records should be those records used to create the controlled copies of the license and TS. You will need to coordinate your review with your licensee contact to determine what corrections need to be made. This review should be a page check of sufficient detail to ensure that each page of the license and TS are of the same amendment number, capture the same correction letter, and that the text on the page is the same. Record needed changes using. For amendments that were recently issued, the licensee may not have implemented the changes, therefore, there may be some differences due to this condition. It is not necessary to correct differences resulting from deferred implementation."

"Items that need to be corrected include:

a. Differences in the text between the licensees records and the NRCs authority file.

b. Improperly deleted pages (either pages that should have been removed, or crossed out, that were not, or pages that were deleted that should not have been).

c. Different amendment numbers (usually means there is a difference in the text).

d. Correction letters not incorporated into the licensees records.

e. Unreadable or poor quality copies."

Since I am already scheduled to go to Nine Mile Point on 10/15 to perform the audit of licensee commitments, I propose to do this TS file review in the afternoon of 10/14/03. Based on my knowledge of the condition of NMPs TS, I believe this effort could go very quickly and with minimal involvement from licensee personnel.

I expect to perform the same review at Oyster Creek when I go to the site to audit licensee commitments. Currently, we have not discussed the date for such, but I expect to do that later in the year or early in 2004.
