CATAWBA NUCLEAR STATION, UNITS 1 AND 2 RE: REVISED REQUEST FOR ADDITIONAL INFORMATION RESULTING FROM LICENSEE LETTER DATED JULY 30, 2003 (TAC NOS. MB7842 AND MB7843)
By letter dated September 17, 2003, we sent you a request for additional information (RAI) that resulted from our review of your letter dated July 30, 2003. On September 29, 2003, we discussed our RAI with you during a conference call and determined that the third question was unclear and should be revised. We agreed to change the third question by deleting the first sentence and deleting the words as a result from the second sentence. Enclosed is our revised RAI. We understand that you still intend to provide your response by October 15, 2003.

".... Apart from the above requirements, additional loading conditions associated with the design basis accidents, or combination of accidents in accordance with the design and licensing basis, shall also be evaluated to determine if the associated loads contribute significantly to burst. In the assessment of tube integrity, those loads that significantly affect burst shall be determined and assessed in combination with the loads due to primary to secondary pressure differential using safety factors that are consistent with the licensing basis design criteria."
Following are questions related to this wording:
- 1.
For design basis accident loadings, please discuss whether any loads other than differential pressure loads (i.e., primary membrane (other than from pressure), primary bending, differential thermal) contribute significantly to burst. In addition, please provide a summary of the methodology used to determine whether loads other than differential pressure contribute significantly to burst.
2.
For those loads that significantly contribute to burst, if any, please discuss how they were assessed in combination with the loads due to primary to secondary pressure differential.
- 3.
Please provide the safety factors that are consistent with the licensing basis design criteria for loads other than differential pressure. In addition, discuss how these loads (and safety factors) will be combined with the loads due to primary to secondary differential pressure. Include in this discussion, the technical basis for these safety factors and clarify what constitutes the licensing basis design criteria for the steam generator tubes.
