BULLETIN 2003 POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY SUMP RECIRCULATION AT PRESSURIZED-WATER REACTORS -

COMMITMENT EXTENSION (TAC NO. MB9360)

The purpose of this letter is to extend the training commitments which were documented in TVA's letter dated August 8, 2003, concerning the subject bulletin.

The following two training commitments were identified in the above letter:

1.

Operator Requalification classroom and simulator training which is scheduled to begin on August 11, 2003 includes the following subjects for sump blockage:

  • Mechanism for sump blockage
  • Available indications
  • Actions in response to sump blockage
  • Associated emergency operating procedure revision This training will be completed by September 30, 2003.
2.

Appropriate training for the Technical Support Center (TSC) technical assessment team will be conducted to familiarize the technical staff with the concern for sump blockage and cover the steps provided in the revised procedures by September 30, 2003.

U.S. Nuclear Regulatory Commission Page 2 SEP 2 4 2003 For the Operator Requalification training, fifty-nine licensed and non-licensed individuals were scheduled for the training.

Thirty-six have completed both the classroom and simulator training.

As noted in the August 8, 2003 letter, a shift order was issued to apprise the Operators of the procedure change prior to taking shift.

For the TSC technical assessment team, training was developed for the fifty-two onsite technical assessment team members.

Fifteen have completed this training.

Annual training for the TSC staff is scheduled prior to the end of the year.

The additional training to familiarize the technical assessment team with the concerns for sump blockage will be conducted at that time.

The guidance for sump blockage is available in the TSC, if needed, for the technical assessment team's consideration.

Option 2 of the bulletin requested licensees to provide an implementation date for any planned actions.

TVA's planned implementation date to complete the above training by September 30, 2003, is no longer practical.

Since the WBN Unit 1 Cycle 5 refueling outage began three weeks earlier than originally planned, the training sessions were suspended until after the refueling outage due to site participation in the outage.

TVA will resume training sessions following the refueling outage and will be complete no later than December 31, 2003.

No new Regulatory Commitments are identified in this letter.
