BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2, PLANNED CONTINGENCY DUE TO HURRICANE ISABEL

Dear Mr. Keenan:

On September 17, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff participated in a conference call with staff from the Carolina Power & Light Company (also doing business as Progress Energy Carolinas, Inc.), licensee for Brunswick Steam Electric Plant, Units 1 and 2, to discuss a planned contingency to the NRC Order dated February 25, 2002. The licensee documented the contingency and its basis in a letter dated September 17, 2003. The contingency affects Attachment 2, Interim Compensatory Measure (ICM) B.2.b of the Order and is necessary due to the severe weather associated with Hurricane Isabel. The NRC staff understands that the intent of the measures the licensee plans to take are equal to or greater than the current measures in place to meet the requirements referenced above. The NRC staff also understands that the purpose of taking these measures is to ensure the safety of plant personnel performing duties during the storm.

The NRC staff agrees that the licensees planned actions are prudent in light of Hurricane Isabel, and that the licensees plans discussed during the conference call continue to meet the intent of ICM B.2.b. The NRC staff understands that the contingency plans proposed by the licensee will no longer be used once the severe weather condition has passed.
