OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 - ADDITION OF TOPICAL REPORT BAW-10164P-1, REVISION 1, TO THE CORE OPERATING LIMITS REPORT (TAC NOS. MB8226, MB8227, AND MB8228)
Dear Mr. Jones:
By letter dated March 24, 2003, you requested approval to add to the Oconee Core Operating Limits Report (COLR) topical report BAW-10164P-A, Revision 4, RELAP5/Mod2 - B&W, An Advanced Computer Program for Light Water Reactor LOCA and Non-LOCA Transient Analyses. This topical report was approved by the NRC on April 9, 2002. However, consistent with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59, no prior NRC staff approval is needed, provided (1) that the requirements of 10 CFR 50.46 have been met, and (2) that the revision is applicable to Oconee. In your March 24, 2003, letter, you have stated that this topical report is applicable to Oconee.
We acknowledge that there is a discrepancy in the cross referencing and are currently working with Framatome to eliminate these problems. In the meantime, consistent with the requirements of 10 CFR 50.59, you may add the NRC-approved topical report BAW-10164P-A, Revision 4, to the Oconee COLR. However, to avoid a possible inconsistency with our efforts with Framatome, you should include BAW-10164P-A, Revision 4, as a separate COLR reference and retain this letter in plant files as clarification.
